Biography

Mr. Kulkarni serves as a Director on the Board of the Unified Fintech Forum (UFF), a Fintech Industry Organization awaiting RBI recognition as a Self-Regulatory Organisation for the Fintech Industry (SRO-FT), and as Advisor to the Business Correspondents Forum of India (BCFI) since January 2026. Prior to that, he led BCFI as CEO for six years, overseeing an industry association of 70 Corporate BCs and 5 Payments Banks servicing close to 3 million BC Agents Pan India, championing the BC industry's viability and business interests with the Finance Ministry, regulators, and banks.

While operating BCFI as a "Deemed Self-Regulatory Organization (SRO)" since 2020, Mr. Kulkarni simultaneously drove the BC industry toward new revenue streams on emerging financial services—Digitisation of Self-Help Group business, Digital Credit/Lending, and Digital Commerce (ONDC). He has also advised select banks on Branch-less Banking, Digital Payments, Digital Banking, and Digital Distribution, in addition to serving as Director and Independent Director on select Fintech boards and listed companies.

His past advisory engagements span globally respected institutions: The World Bank (CGAP), Meta for WhatsApp Payments, Euronet Worldwide, FIS Global, and Adani Capital. He currently provides advisory support to Fintechs seeking RBI licenses for Prepaid Payment Instruments and Payment Aggregators.

Mr. Kulkarni chaired the Reserve Bank Innovation Hub working group to develop "Assisted Account Aggregator” framework—a solution currently under consideration—and was a Member of the RBI Committee on establishing a "Digital Payments Intelligence Platform" headed by ex-NPCI MD & CEO Shri A.P. Hota.

Mr. Kulkarni is an Engineering Graduate in Electronics & Communication with Gold medal in 1986 from Jodhpur and has done Management Education Program (1992-93) from Indian Institute of Management (IIM-A), Ahmedabad, India.
